According to the transfer act dated November 30, 1999, this reservoir was illegally transferred to the jurisdiction of the agricultural production cooperative "Pakhary." In 2021, based on decision No. 28 from the head of the Ivanovka rural council of the Issyk-Ata district, it ended up in the ownership of the cooperative. A state act on the right of private ownership for this object was later issued.
As a result of operational investigative activities, the illegally appropriated reservoir was returned to state ownership and transferred to the management of the Issyk-Ata Water Management Department.

Daily regulation reservoirs were created during the Soviet era to provide irrigation water for agricultural lands. Their main function is to accumulate water during periods of excess (in winter or during rains) and to use it during dry periods.
