According to information from the SCNS, during the development of project and estimate documentation, some design organizations and construction companies used schemes that contained inaccurate data about the planned facilities, concerning the provision of parking spaces for residents. This undermined the legality of the approval of construction projects by city architecture officials, which, in turn, allowed for the construction of commercial facilities instead of the required parking spaces.

Based on the collected materials, the SCNS has initiated a criminal case. As part of this investigation, the first deputy chief architect of Osh, T. Y. K., and the city architecture specialist, T. Z. M., have been detained and are currently in custody at the SCNS temporary detention facility.
