The investigation established that the directors of several private driving schools were enrolling citizens who were actually outside Kyrgyzstan and did not attend classes. Enrollment occurred remotely, without real participation in theoretical and practical lessons. Subsequently, fake documents were issued confirming the successful completion of the courses.

According to representatives of the SCNS, this scheme allowed people without the necessary knowledge of traffic rules and driving skills to return to the country, obtain certificates of completion, and, with the help of corrupt officials, take exams and receive driver's licenses.
As a result of the conducted searches, documents confirming the regular processing of "remote" cadets were seized. Currently, operational measures are ongoing to identify other participants in the scheme, as well as to annul illegally issued licenses.
