Kyrgyzstan has implemented an electronic permit system for cargo transportation with China

Starting from January 2026, a new electronic permit platform e-Permit for international freight transportation with China will be launched in Kyrgyzstan, as reported by the Ministry of Transport and Communications.

According to the ministry's information, domestic carriers have already begun to carry out freight transportation to China, as well as to Uzbekistan, Turkey, and Azerbaijan, using electronic permits.

The Electronic E-Permit System (from English Electronic Permit) is a platform that automates the process of issuing and verifying permits for international freight transportation.

With the implementation of e-Permit, the ministry noted that the document exchange process has been significantly simplified, as carriers can now prepare and submit applications online, without the need for personal appearance and waiting in line, which, in turn, reduces service delivery times.

Previously, the exchange of permit forms between parties was conducted in paper format, and in 2025, 130,000 permit documents were exchanged, which required significant budget expenditures for their preparation and delivery.

The agency emphasized that the new system aims to enhance transparency and simplify processes, as well as reduce corruption risks and costs from the state budget, which will contribute to the development of international road transportation.

According to forecasts, the implementation of the electronic permit system will allow the state budget to increase by more than 500 million soms in 2026.

We remind you that in October 2025, the cabinet of ministers allocated 7 million 900 thousand soms for the development and implementation of the e-Permit system in cooperation with China.
