In the Russian Federation, a new tightening of the rules for the recycling fee is planned, which, according to experts' estimates, will lead to an increase in car prices. This bill, which is already the second in recent months, has been submitted for consideration to the government of the Russian Federation.

The initiative, developed by the Ministry of Industry and Trade, proposes changes to the calculation rules for the recycling fee for cars imported from the countries of the Eurasian Economic Union (EAEU). The main idea is to unify the process of calculating the recycling fee for all methods of importing foreign cars from Belarus, Kazakhstan, Armenia, and Kyrgyzstan.

According to current legislation, cars imported by individuals from EAEU countries are exempt from the recycling fee provided they are registered under a customs receipt. That is, if a citizen brings a car, for example, from Kyrgyzstan for personal use and fully pays all necessary duties and fees, they do not need to make additional payments for future recycling. However, if the car is imported as a commodity, the recycling fee will be charged in full.

The new bill proposes to eliminate the differences between foreign cars intended for personal use and those intended for sale. This, in turn, will lead to an increase in prices for foreign cars purchased for personal use in Belarus, Kazakhstan, Armenia, and Kyrgyzstan.

At the moment, the document is at the stage of public discussion. If a positive decision is made, it will come into effect on April 1.
