According to Toktosunov, the aim of the new draft law is to improve the legislative framework for geodetic and cartographic activities, which aligns with the Program for the Creation and Development of the National Spatial Data Infrastructure.
This draft law updates outdated provisions and clarifies key terms such as "spatial data," "geodetic basis," and "navigation systems." It also establishes clear requirements for the creation, updating, and use of geodetic and cartographic materials, as well as regulates activities within the GLONASS/GPS systems. The procedure for accessing state geodetic data will also be defined in the new law.
The main objectives of the draft law are the digitalization of geodesy and cartography, the creation of a unified spatial data base, and the simplification of procedures for both businesses and government agencies. In addition, it aims to comply with international standards, including the requirements of the EAEU and the UN regarding spatial data infrastructure.
