
The bill received support in the first reading in the committee of the Jogorku Kenesh
In Kyrgyzstan, the possibility of introducing administrative fines for those who violate legislation regarding halal products is being considered. This was reported by Sultan Akhmatov, Deputy Minister of Economy and Commerce, at a meeting of the Jogorku Kenesh committee dealing with financial, budgetary, and entrepreneurial issues.
He noted that the current law "On the Halal Industry in the Kyrgyz Republic" already contains provisions stating that there should be accountability for violations; however, there is no corresponding article in the Code of Offenses. The proposed bill aims to eliminate this gap by introducing a new norm that will address "Violations of the requirements of the legislation of the Kyrgyz Republic in the halal industry."
According to the new rules, individuals engaged in the circulation of halal products or providing halal services without the necessary documents will face a fine of 7,500 soms, while legal entities will have to pay 23,000 soms.
Additionally, companies that do not comply with the procedure for confirming the compliance of halal products and services will also be penalized—a fine of 13,000 soms. These cases will be considered by the authorized body in the field of health care.
The Deputy Minister also reminded of cases of violations that have already occurred in the country regarding the issuance of halal certificates. As an example, he cited the company "Riha," which was accredited with violations: pork was found in products that were declared as halal, leading to the revocation of the company's license.
