During a staff meeting, the Chairman of the Cabinet of Ministers and Head of the Administration of the President of the Kyrgyz Republic, Adylbek Kasymaliev, summarized the results of two reforms implemented under the "Government Accelerators" initiative.
One of the key reforms was the simplification of the process for obtaining permits for international freight transport to China. According to the Cabinet, an annual mutual exchange of an agreed number of permits for transportation occurred between Kyrgyzstan and China, and by 2025, 130,000 such documents were exchanged.
The government clarified that the main obstacle in this process was the lack of an integrated information system for interaction with the Chinese side, as well as the absence of an electronic coordination mechanism that meets modern standards. Previously, carriers were required to gather a package of documents, submit an application, and personally appear at the Ministry of Transport to obtain a paper permit.
“The procedure was burdened with bureaucratic difficulties and took up to a day. Now this time has been reduced from 24 hours to 10 minutes,” the Cabinet reported.
