During his speech, the Deputy Minister noted that the total budget of the Ministry of Transport and Communications in 2025 amounted to 57 billion soms, which is significantly more compared to 22 billion soms in 2024.
The increase in the budget was made possible due to the following sources:
- capital investments,
- resources from the Road Fund,
- funds from the Stabilization Fund of the Kyrgyz Republic, intended for major projects.
According to Bazaraliev, the formation of the budget also occurred due to the funds from the Road and Stabilization Funds, which were allocated for the implementation of large-scale projects.
He also emphasized that in the last two years, there have been changes in the structure of financing road construction: while previously a significant portion of large projects was financed through foreign investments and donor funds, now the main focus is on internal resources.
“Previously, most large projects were implemented with the support of donors. However, over the past two years, about 80% of the funding for road construction comes from the republican budget,” he noted.
This, according to him, has allowed for the implementation of projects comparable in scale to investment ones.
