In 2026, the installation of 136,642 smart electricity meters (ASCUE) is expected in the Osh region. These works will be carried out by the Osh Electric Networks Enterprise, which is a branch of JSC "NESC," according to the Ministry of Energy of Kyrgyzstan.
The project is being implemented with the support of international organizations such as the European Bank for Reconstruction and Development (EBRD) and the World Bank.
Smart meters will be distributed across districts based on electricity consumption and population size:
- Nookat Electric Networks — 51,640 meters (the maximum number in the region);
- Karasu Electric Networks — 46,319 meters;
- Alai Electric Networks — 14,194 meters;
- Kara-Kulja Electric Networks — 13,060 meters;
- Uzgen Electric Networks — 6,491 meters;
- Chon-Alai Electric Networks — 4,938 meters.
The technical specifications of the system include:
- 133,122 single-phase meters;
- 799 three-phase meters;
- 2,721 head meters (GPU) and 2,721 concentrators for transformer management.
The installation of smart meters aims to achieve several key objectives and provides a number of benefits:
- ensuring reliable and quality electricity supply;
- protection of equipment from overloads;
- reduction of corruption risks;
- automatic real-time data transmission;
- automatic disconnection in case of exceeding consumption limits or outstanding debts;
- automatic reconnection after payment is made;
- prompt notification of external interference with the operation of the meter.
