As Tokayev noted, the changes will also affect the structure of the parliament, and some existing administrative structures will be abolished. It is expected that the main provisions regarding the functions of the vice president will be reflected in the Constitution.

The president also emphasized that the creation of the vice president position will contribute to the stabilization of state governance and enhance the clarity of the power hierarchy. Tokayev added that this innovation does not weaken presidential power, which remains central in the political system.

In addition, the head of state proposed to amend the procedure for conducting presidential elections. He noted that in the event of the president's early departure, extraordinary elections should be held within two months to ensure the legitimacy of power.

At the V session of the National Kurultai in Kyzylorda, Tokayev also presented the idea of renaming the parliament to "Kurultai." In the new unicameral parliament, it is planned to create 8 committees and reduce the number of deputies from 148 to 145, while their term of office will be 5 years. The president also proposed to abolish quotas for the Assembly of the People of Kazakhstan and the president.
