- During the plenary session of the Jogorku Kenesh on January 22, 2026, deputy Marlen Mamataliyev proposed an initiative to install solar panels on residential buildings as a way to address the smog problem in the capital of Kyrgyzstan.

He noted that within the framework of the loan agreement, 50 million dollars had been allocated to combat air pollution, but tangible results have yet to be seen.

“If the Ministry of Energy had used these funds to purchase solar panels, at least 10,000 families would have had the opportunity to provide themselves with electricity,” the deputy added.

Deputy Minister of Energy Altynbek Rysbekov responded that the ministry is already working on this issue.

At the time of the discussion, the draft law "On Amendments to the Law of the Kyrgyz Republic on Renewable Energy Sources" was at the stage of its first reading.
