- At a meeting of the Jogorku Kenesh on February 25, deputy Sovetbek Rustambek uulu reported that 11 new municipal kindergartens were opened in the Nookat district during the 2024–2025 period. However, at the moment, local budgets have not received the necessary funds, which has resulted in 164 employees being left without salaries for January and starting to file complaints.
As explained by the Ministry of Education, funding for the expenses of newly established preschool education organizations, including the salaries of their employees, is carried out from local budgets, according to paragraph 6 of Article 12 of the law "On the Republican Budget of the Kyrgyz Republic for 2025 and the Planning Period of 2026–2027," with the exception of the Batken region.
Additionally, according to paragraph 9 of the Procedure for Providing Targeted Transfers from the Republican Budget, approved by the Cabinet of Ministers' resolution dated April 8, 2022, No. 201, the ministry annually develops a draft order for allocating targeted transfers to local budgets.
To prepare the document for the current year, a letter No. 05-2/208 was sent on January 22, 2025, to district (city) state administrations and local self-government bodies, as well as to the authorized representatives of the president in the regions.
This letter requested the provision of updated financial and economic calculations for the annual salary fund of the new kindergartens and to provide the relevant information by January 29, 2026, using the attached table.
An additional letter was also sent requesting to expedite the provision of information. However, data from some regions arrived late, and some calculations were not formatted according to the standard, which led to the identification of errors and incomplete information,” the ministry's message stated.
In connection with the problems that arose, a re-check of the data for each kindergarten was conducted with the participation of representatives of the relevant authorities.
“At the moment, the information for all newly opened kindergartens has been fully clarified and processed,” the Ministry of Education added.
