At the parliament meeting, Deputy Gulya Kozhokulova raised the issue of construction plans in the center of Bishkek, noting that the vice-mayor had previously stated intentions to build buildings up to nine stories high.

“This is the city center with its Stalinist buildings and historical architecture. Is all of this under threat of destruction?” — she asked.

In response, the Minister of Construction, Architecture, and Housing and Communal Services, Nurdin Oruntaev, stated that the "Stalins" have exhausted their resources and are in extremely poor condition.

“We are conducting an assessment according to technical standards. These buildings were designed for 50 years, but in reality, they have stood for over a hundred,” — he added.

Daniyar Amangeldiev, the First Deputy Chairman of the Cabinet of Ministers, emphasized that public opinion will be taken into account when planning construction in the city center.

“Certainly, we will consider the technical condition of these objects. We are also interested in preserving the historical and cultural center. Your fair remarks will be taken into account, but the main criterion will remain the technical condition of the buildings. We also discussed the renovation law, which is an important part of modernizing urban infrastructure. The opinion of specialists will be important, and we will preserve the historical center in the concept of the general plan,” — he noted.

Gulya Kozhokulova also reminded that these are buildings of historical and architectural significance that shape the appearance of the capital. She pointed out that in other capitals around the world, there are "old" and "new" cities, urging Kyrgyz authorities to follow this principle in the process of developing Bishkek.
