A State Alimony Fund is Proposed to be Established in Kyrgyzstan

At the conference held today, lawyer and director of the Public Fund "Institute of Consulting and Law" Aizhan Dzhumanalieva presented an initiative to create a state alimony fund in Kyrgyzstan.

As Dzhumanalieva explained, this fund will ensure regular payments for child support, and then these funds will be collected from debtors through state authorities.

The main principle of this initiative is the returnability of funds, which, according to experts, should help improve discipline among alimony payers.
It is worth noting that a similar experience has already been implemented in France and Uzbekistan, and is also being discussed in Russia over the past few years.

"This is a very effective mechanism, but its implementation will require appropriate funding," the lawyer added.

Also, within the framework of this initiative, it is proposed to introduce the concept of "housing alimony" for children living with parents in rented accommodation.

According to Aizhan Dzhumanalieva, most children after a divorce remain with their mothers, who often have to rent housing. "Renting an apartment in Bishkek costs at least 40,000 soms," she noted.

It was previously reported that in Kyrgyzstan, as of 2025, there were 60,700 enforcement proceedings registered for alimony obligations.
