The decision, formalized by Resolution No. 108 dated February 17, aims to implement Articles 102-2, 102-3, 102-4 of the Code of Offenses, which ensures the protection of the rights and freedoms of students in state and municipal educational organizations.
Additionally, the following norms have been added to the charter:
- Educational institutions of initial vocational education must ensure the realization of the rights of students as provided by the legislation of the Kyrgyz Republic, including the right to education, safe conditions, and protection from violence.
- Responsibility for violations of students' rights lies with educational staff and heads of educational institutions.
- Unjustified refusal to admit a child, including children with disabilities, to state and municipal schools will also entail responsibility.
- ensure equal access to education and avoid unjustified refusals of admission, especially for children with disabilities;
- not allow illegal collection of funds and pressure on parents.
Teachers are also liable for illegal collection of money and psychological pressure on parents.
Public funds and other organizations are not allowed to use educational institutions for fundraising not provided for by law.
Violating this prohibition will lead to liability for funds and their leaders in accordance with the legislation.The Ministries of Education and Internal Affairs have been instructed to:
- conduct explanatory work on the measures of responsibility provided for by law among educational institution staff and parents;
- take additional measures in accordance with the new resolution.
