The project is being implemented by the Agency for Community Development and Investments of the Kyrgyz Republic (ARIS) in collaboration with the Climate Finance Center under the government. The main goal of this initiative is to reduce greenhouse gas emissions and improve energy efficiency in public buildings through the introduction of low-carbon technologies and the creation of sustainable financial mechanisms.
Among the main challenges faced by participants are insufficient coordination among various institutions, limited access to long-term financing, and the need to develop institutional and technical capacity.
Asel Mambetalieva, Deputy Director of ARIS, noted: "The main indicator of success will be the implementation of specific measures to improve energy efficiency and the emergence of fully modernized buildings. We aim to create a sustainable system for future projects, not just one-time investments. ARIS is accredited for direct access to GCF financing, and this project should serve as a catalyst for launching other similar initiatives."

Representatives of government structures from all 40 districts of the country gathered at the event. During group discussions, proposals were developed that will be taken into account when preparing the application to the GCF for grant funding for the implementation of this project.
