The authors of the bill are deputies Marlen Mamataliyev, Kamila Talieva, and Zhyldyz Egenberdieva.
As stated in the justification, the need for developing a new document is due to the obsolescence of the existing Law "On State Regulation and Policy in the Field of Emission and Absorption of Greenhouse Gases" (adopted in 2007), which no longer meets modern requirements after the ratification of the Paris Agreement.
Among the key proposals of the new bill:
- establishment of principles of state climate policy (transparency, scientific justification, just transition, inclusiveness);
- definition of key climate documents and reporting (NDC, national adaptation plan, greenhouse gas inventory, transparency reports);
- formation of coordinating institutions, including an advisory body under the government;
- creation of a base for climate financing and climate budgeting;
- introduction of regulations on emissions and a cap-and-trade system, as well as verification of carbon units;
- development of measures for adaptation and assessment of climate risks, especially in mountainous areas and regarding water resources;
- promotion of the implementation of climate technologies and application of ESG principles.
The bill was presented for public discussion on January 15, but according to the initiators, no comments or suggestions from citizens were received.
In addition, the project provides for the invalidation of a number of provisions, including the 2007 law concerning the emission and absorption of greenhouse gases. The document also states that it will come into effect on January 1, 2026.
