In Russia, they want to introduce additional payments for labor migrants from CIS countries

The authorities of the Russian Federation are considering new measures to tighten the rules for labor migrants arriving from visa-free CIS countries, as reported by the publication "Kommersant."

According to a draft prepared by the Ministry of Finance, starting in 2027, labor migrants will be required to pay for a patent not only for themselves but also for their minor children and dependents. The amount of the payment will be 50% of the sum they themselves are required to pay. Additionally, upon reaching the age of 18, migrant children will need to obtain their own patent or leave Russia if they do not have other legal grounds for residence.

A patent represents a fixed monthly advance payment for personal income tax (PIT). Currently, the minimum rate is 1,200 rubles, and depending on the region and coefficient, it ranges from 3,400 rubles in Chechnya to 27,300 rubles in Krasnodar Krai. In Moscow, this payment is approximately 10,000 rubles per month.

The proposed changes increase the number of migrants required to pay for a patent, including workers serving individuals for personal needs. There will also be enhanced control over the incomes of migrants—the Tax Service will check that the "white" earnings of patent holders are not below the subsistence minimum in their regions.

The main goal of these innovations is to ensure a more thorough accounting of foreign workers and the legalization of their incomes. To achieve this goal, new data exchange mechanisms between the Ministry of Internal Affairs and the Federal Tax Service are planned to be implemented. Information about the incomes of migrants will be provided automatically every quarter, allowing for the verification of the possibility of patent extension and compliance with the conditions for obtaining a residence permit or temporary residence permit.
