Migrants in Russia will confirm their income and pay taxes in advance

The government commission on legislative activities has approved amendments to the Law "On the Legal Status of Foreign Citizens in the Russian Federation" and the Tax Code, as reported by the media.

These changes are aimed at tightening control over the income of migrants, introducing new tax obligations, and providing for a reduction in the duration of stay in case of rule violations.

According to the new regulations, foreigners who are in Russia on a temporary basis will be required to provide the Ministry of Internal Affairs with information about their legal income. This can be done through salary certificates, copies of tax returns, or documents confirming tax payments. In the absence of income verification, the duration of temporary stay may be reduced, which will also affect the family members of migrants.

An important aspect is the established minimum income level: to obtain or extend a work patent, earnings must exceed the subsistence minimum in the region. An exception is made only for the initial receipt of a patent and for those who work for private individuals exclusively for personal needs.

Additionally, a new obligation for advance payment of personal income tax (PIT) is being introduced. For labor migrants working for individuals, the tax amount will increase by 50% for each dependent minor child.

As explained by Vladimir Gruzdev, chairman of the board of the Russian Lawyers Association, for employees of organizations and individual entrepreneurs, the basic rate will be 1,200 rubles per month, while for workers hired for personal needs, this amount will be 1,700 rubles.
