Workers appealed to the ombudsman


According to information from the Ombudsman Institute of the Kyrgyz Republic, an incident occurred in the Talas region involving the dismissal of local builders of the GIK house, who were replaced by foreign citizens.

As reported by the press service, 21 local residents submitted a collective appeal to human rights defenders. They stated that they worked on the construction of a multi-story building from January 5 to 16, after which they were unexpectedly fired without any explanation. About 60 foreign workers were hired in their place.

The workers noted that employment contracts were not signed with them; however, their working hours were recorded in a log, and there are photo and video evidence of their participation in the construction.

The Ombudsman Institute sent official inquiries to several agencies, including the Labor Legislation Control and Supervision Service under the Ministry of Labor, Social Protection, and Migration, the GIK, the regional prosecutor's office, and the presidential representative in the Talas region.

In response, the GIK indicated that they are the customers for the construction of mortgage houses, while the direct contractor is the State Enterprise "Kyrgyzstroyservice".

Human rights defenders found out that the previous construction company involved in this project exited without completing the work, after which the project was handed over to a new contractor.

The new contractor expressed readiness to hire local residents provided they have the necessary qualifications and experience.

In early February, the applicants reported in writing that they had been re-employed and thanked the ombudsman for protecting their labor rights.
