Construction of the GIK House in Talas: Workers Complained to the Ombudsman

Ombudsman Jamiliya Jamambaeva provided assistance to residents of the Talas region in protecting their labor rights and reinstatement at work, as reported by the institute's press service.

In a collective appeal to human rights defenders, 21 local resident expressed a request for help regarding their dismissal from work. The workers indicated that from January 5 to 16, they were employed in the construction of a multi-story residential building in Talas, which is being built with the support of the State Mortgage Company.

According to the workers, on January 16, they were unexpectedly suspended from their duties without any explanation. About 60 workers from a neighboring country were brought in to replace them.

The petitioners also noted that no employment contracts were formalized when they were hired, but a timekeeping log was maintained, and there are photo and video evidence of their participation in the construction work.

After receiving the appeal, the ombudsman’s institute sent an official request to various authorities, including the Labor Legislation Control and Supervision Service under the Ministry of Labor, Social Security and Migration, the State Mortgage Company, the regional prosecutor's office, and the president's representative in the Talas region.

In a response from the State Mortgage Company, it was clarified that the organization is the customer of the construction, while the actual contractor is the state enterprise "Kyrgyzstroyservice".

During the review of the issue, the institute's staff discovered that the construction of this residential complex had previously been carried out by another company, which did not complete the project and withdrew from it. Later, the project was handed over to a new contractor.

After the institute's intervention, the current contractor agreed to hire local residents, provided they have the necessary qualifications and experience.

In early February, the workers reported that they were re-employed and expressed gratitude to the akiykatchi for their help in protecting their rights.
