A girl from the orphanage will receive half a million soms after the intervention of the ombudsman

Jamila Dzhamanbaeva, the ombudsman of Kyrgyzstan, has advocated for the rights of a girl living in an orphanage. As a result of her actions, the girl will receive social assistance in the amount of 518,000 soms, as reported by the press service of the akiykatchi.

In 2025, staff from the ombudsman’s office conducted monitoring of children's institutions in the Chui region, during which a number of violations requiring rectification were identified.

It was found that some orphans were not receiving the state benefits they were entitled to.

In particular, this concerns a girl named M.B., born in 2008, who has been in the Chui region orphanage with her sister since 2017 after losing her parents. In 2015, she underwent a medical and social expert commission (MSEC) assessment, where she was granted disability status, assigned benefits, and recommended for psychiatric observation and training under an inclusive program.

However, after her transfer to the orphanage in 2017, the benefit payments were stopped because the girl did not undergo a repeat MSEC assessment.

Since then, for eight years, no actions have been taken for a repeat assessment.

In response to this situation, Jamila Dzhamanbaeva sent letters to the General Prosecutor's Office and the Ministry of Labor, Social Security, and Migration, emphasizing the need to strengthen control over the rights of orphaned children and to recover unpaid benefits.

As a result of the investigation, the Ministry of Labor, Social Security, and Migration took disciplinary measures against the responsible employees for the identified violations, and the benefits for the girl with a disability were restored from 2017 and extended until May 1, 2026. A total of 518,000 soms will be transferred to her deposit account.
