According to the children's ombudsman, after the bite, the girl's mother was held administratively responsible under Article 127 of the Code of Administrative Offenses of the Republic of Kazakhstan for failing to fulfill her duties in raising and protecting the rights of a minor. She was fined 20 MRP.

“This incident was reviewed by the city commission for juvenile affairs, which decided to take measures against the six-year-old girl with special educational needs and her legal representative for the child biting the teacher's assistant, who then called an ambulance and the police,” added Shakenova.

Mother's Position

The girl's mother, Nadezhda, expressed on air that the pressure on her is related to her attempt to transfer her daughter to home schooling. According to the conclusion of the city psychological-medical-pedagogical commission (PMPC), the girl had the right to assistance from a teacher's assistant.

“My daughter is adequate; she talks, reads, and writes, and keeps up with the curriculum. I do not consider it necessary to transfer her to home schooling, as she should learn in a social environment. She is six and a half years old and is in the first grade. She has gone through the PMPC twice and, based on their conclusions, studies in a general education school with the support of a teacher's assistant,” noted the mother.

Role of the Teacher's Assistant

Nadezhda also clarified that the school often complained about her daughter's behavior, as she sometimes ran around the classroom and refused to participate in activities. However, Saule Shakenova added that the teacher's assistant should be prepared for the fact that children with special educational needs may exhibit aggression or atypical behavior. It is precisely for this reason that educators must be able to find common ground and regulate the behavior of such children.

During the broadcast, parents of other children with special needs also shared their experiences regarding similar cases in other educational institutions in Kazakhstan. The regional children's ombudsman promised to continue monitoring the situation and personally visit School No. 11, where the incident occurred, to clarify the details.

Earlier, Majilis deputy Irina Smirnova noted that insufficient attention is paid in the country to creating a tolerant environment for children with autism, while both specialists and parents need to work in this direction.
