According to the ombudsman, staff from her institute faced denial of access to the center's territory twice, which is a violation of the constitutional law "On the Ombudsman of the Kyrgyz Republic." These incidents raise concerns about potential concealment of unlawful actions.
Only after the intervention of the General and Military Prosecutor's Offices was monitoring conducted on November 3, 2025. The inspection results revealed extremely unsatisfactory detention conditions: heating was absent in most rooms, air conditioners were not functioning, toilets were closed, and for hygiene needs, outdoor bio-toilets and tents set up as temporary showers were used.
Additionally, foreigners under arrest were forced to cook food outside and did not receive proper nutrition. They had no access to communication means and legal assistance, as their phones were confiscated, violating their right to communicate with lawyers and relatives. These facts contradict the Constitution of the Kyrgyz Republic and the Law "On Guaranteed State Legal Assistance."
As a result of the monitoring, the ombudsman appealed to the Cabinet of Ministers demanding the elimination of identified violations. However, in December 2025, when a repeated attempt to conduct an inspection was made, staff from the institute again faced obstacles and were forced to request additional permission. Consequently, the materials were once again submitted to the General Prosecutor's Office.
The Ombudsman's Institute called on the Ministry of Internal Affairs to take action against officials who obstruct the lawful activities of the ombudsman and the transparency of the center's operations.
