At a recent meeting of the Jogorku Kenesh, deputy Seidbek Atambaev spoke about a probable attempt to conceal a traffic violation by a participant in a road traffic accident.
In his speech, he mentioned that Burul Ibraimova, a resident of the Alamudun district, approached him with a request to take control of the investigation into the traffic accident that occurred on February 23. Ibraimova expressed concerns about possible evidence being concealed and pressure from high-ranking officials.
According to the deputy, the incident occurred at the intersection of 7 April and Ablesov streets. Ibraimova's daughter, driving a Honda Fit, was traveling at a speed of about 40 km/h when she was struck by a Lexus SUV driven by an 18-year-old girl.
According to Atambaev, the traffic police officers who arrived at the scene did not call an ambulance, despite the fact that the victim sustained a serious head injury and was suffering from severe bleeding. Relatives called for an ambulance, which arrived only after 2.5 hours. As a result of a medical examination, the victim was hospitalized and currently requires serious treatment under medical supervision.
The deputy also reported that the mother of the victim claims that police officers, together with relatives of the second participant in the accident, pressured her, persuading her not to document the incident.
It should be noted that there are cameras from the "Safe City" system and hardware-software complexes in that area of the road. However, the public prevention point of the Alamudun district stated that at the time of the accident, the cameras were allegedly not functioning. This circumstance raises suspicions among the victim's side, who believe it may be an attempt to conceal speeding.
There is information that the second participant in the accident is the sister of the akim of the Alamudun district, and their father is currently a deputy of the Bishkek city kenesh.
“Given these connections, there is a risk of bias in the investigation. The victim works as a personal assistant for a child with disabilities. The relatives do not oppose an objective investigation into the circumstances of the accident, but insist on determining the degree of fault of the second driver, as possible speeding in the populated area led to serious consequences,” the deputy concluded.
