Checking Drivers on Knowledge of Traffic Rules. Bekeshev Suggested First Testing the Inspectors

During the session of the Jogorku Kenesh on March 4, deputy Dastan Bekeshev expressed his protest against checking drivers' knowledge of traffic rules directly at the stop location.

He stated that if the bill is passed, almost all inspectors could become millionaires.

According to him, "this will contribute to corruption, as the right to check knowledge of traffic rules will be granted to those who themselves do not always know them well." He added that such a practice is rarely applied and inquired about which countries it is common in.

In response, Deputy Minister of Internal Affairs Oktay Urmambetov noted that there is no similar experience in other countries. He also pointed out that currently, if a driver violates six articles of the Code of Offenses recorded by the "Safe City" cameras three times within a year, they are required to retake the exam.

According to Urmambetov, the proposed changes imply checking drivers' knowledge of traffic rules at the stop for violations of eight articles, which is a serious offense and can lead to accidents.

Bekeshev added that drivers who do not pass the on-site test may attempt to bribe the inspector.

In response, Urmambetov stated that all employees are equipped with body cameras, and the tablets they use also have cameras, making it impossible to accept bribes.

Bekeshev, in turn, clarified: "You have no corruption?"

To this, the deputy minister replied: "I cannot claim that it is completely absent, but we are actively fighting it."

Urmambetov also noted that "support for inspectors" could be a reason for the deaths of 900 people on the roads, which is a serious problem.

In response, Bekeshev pointed out the shortcomings: "After all, lighting is not available everywhere, employees work poorly, cameras are not installed in all locations, and the infrastructure is outdated."

The deputy minister emphasized that statistics show: drivers who are at fault in traffic accidents typically violate speed limits.
