In your daily practice, alongside high qualifications, impartiality, firmness of principles, and moral responsibility are also important. Your dedication strengthens public trust in justice and forms a stable foundation for the legal culture in the country.
I extend special words of gratitude to the veterans of the judicial system, whose knowledge and experience have become the foundation for the development of national justice and serve as a guide for new generations of judges and court workers.
In recent years, the judicial system of the Kyrgyz Republic has demonstrated positive changes. From 2021 to 2025, comprehensive constitutional and institutional reforms are being implemented aimed at strengthening the independence of the judicial branch, enhancing justice, and improving mechanisms for professional accountability. The regulatory framework has been updated, objective assessment procedures and competitive selection have been introduced, which contributes to the development of human resources and transparency in judicial careers.
Despite the increased workload, stability in law enforcement practice and adherence to reasonable timeframes for case consideration are ensured. Large-scale modernization of infrastructure, including the construction of new court buildings and improvement of the socio-economic conditions for judges, is being carried out with the support of President Sadyr Japarov, which creates the necessary conditions for independent justice.
One of the key areas is the digital transformation of the judicial system. The development of automated information systems, electronic document management, the state register of judicial acts, and services of the "Digital Justice" portal is gradually forming a modern, open, and accessible judicial process.
All measures will be taken to ensure that the judicial system of the Kyrgyz Republic continues to improve as a reliable guarantor of justice and the foundation of statehood, as well as an important institution for the legal and democratic development of the country.
