This was reported at a meeting by the deputy of the Bishkek city council, Zhanibek Asanbekov, who initiated an on-site inspection.
The commission included representatives from local architecture, sanitary supervision, and residents of the village. On-site, they learned that the cemetery continues to operate, despite documents presented by the developers from the village council, dated 2018, regarding its closure.
During the inspection, it was established that sanitary and urban planning regulations were violated when issuing construction permits.
The construction projects involve the companies "Nurjaman" (urban villas Valencia) and "Shirin Business Group" (health center).

Villagers, speaking with Asanbekov, noted that the cemetery has been operational since 1953. It was also reported that the head of the village council was detained for the illegal issuance of construction permits.
The deputy pointed out that the sanitary zone around the cemetery should be at least 100 meters; however, construction is taking place just 30 meters from the graves. This is a serious violation of legislation. "The construction permit was issued illegally," he reminded.
Asanbekov also expressed hope that the prosecutor's office would investigate the legality of the issued documents and hold all responsible parties accountable.
He noted with bewilderment: "Can any paper be brought to obtain a permit?" - addressing the officials.
The deputy emphasized that issues of sanitary safety and respect for the memory of the deceased should not yield to the interests of construction projects.
Response from the Developers
The editorial team of Kaktus.media requested a comment from the company "Nurjaman".The company assures that all permits for construction were obtained legally.



A company representative also noted that according to sanitary norms approved by the government decree of April 11, 2016, No. 201, the minimum distance from cemeteries to residential buildings is at least 300 meters. However, depending on the area of the cemetery (if it is less than 10 hectares), this distance can be reduced to 50-100 meters. "Our facility is being built 80 meters from the cemetery, which does not violate sanitary norms," the company added.

Regarding the status of the cemetery, representatives of "Nurjaman" claim that they received confirmation from the architecture of the Alamudun district about its closure in 2018. Residents of Orto-Sai are also aware of this, as there is no remaining space in the cemetery for new burials.
