The "Schemes" Program of GNS Revealed How "Kyrgyzneftegaz" Was Ruined in Five Years

The "Schemes" project from the State Tax Service of the Kyrgyz Republic presented the results of an analysis that revealed large-scale embezzlement in the country's oil industry. The information was announced by the PR department of the State Enterprise "Salyk Service".

According to preliminary data, "Kyrgyzneftegaz" incurred losses exceeding 4 billion soms due to gray schemes and questionable write-offs of raw materials. During the investigation, which covers the period from 2021 to 2025, three main schemes were identified through which profits from state oil evaporated into private hands connected to relatives and close associates of the former head of the State National Security Committee, Kamchybek Tashiev.

Scheme 1. Overstatement of oil production losses

Over the past five years, "Kyrgyzneftegaz" extracted about 879 thousand tons of oil. Of this figure, the company's reports indicate that 29 thousand tons were written off as production losses. However, employees of the enterprise claim that the actual losses do not exceed one percent of the total production volume, which in this case would amount to about 9 thousand tons. Thus, 20 thousand tons of oil were removed from official accounting, which could have cost about 560 million soms at current market prices.

Scheme 2. Improper use of intermediaries in processing
Problems with raw material losses were just the beginning of a more complex scheme for distributing resources through intermediaries. The audit revealed that 30% of all extracted oil, which amounts to 262 thousand tons over five years, was sold to private companies. Instead of directly sending the oil to the state oil refinery "Kyrgyz Petroleum Company," the raw materials were first sold to intermediaries, who then resold it back to the refinery for processing under their own brand. This resulted in private intermediaries taking the main profits, while the state enterprise lost more than 3 billion soms.

Scheme 3. Selective distribution of finished oil products

The third element of this system concerns the selective sale of processed oil products. After processing, the oil is divided into various products, among which the most profitable are fuel oil and diesel. It has been established that these products were sold through a limited circle of private companies, after which they were resold to other buyers, including foreign traders. In some cases, fuel oil was returned to the same state refinery.

Thus, the most liquid products ended up with intermediaries, while the state enterprise lost its profits.
For example, the company "Region Oil" purchased fuel oil worth nearly 466 million soms over several years. Cases were also studied where diesel was taken from the plant by the firm of Tai-Muras Tashiev, which subsequently sold it to municipal enterprises in the Jalal-Abad region. Non-liquid AI-80 gasoline and naphtha did not attract the interest of Tashiev's relatives, so the plant sold them to large oil traders such as LLC "Alpha Oil" and "Partner Oil".

These schemes operated during the period when Baigazy Matisakov, a nephew of Kamchybek Tashiev, headed the oil processing plant of CJSC KPK. Currently, it is being clarified how the director of the subsidiary enterprise carried out the distribution of extracted raw materials in JSC "Kyrgyzneftegaz".

The crisis state of the system was confirmed by the new leadership of JSC "Kyrgyzneftegaz," Samsaaly Chetimebaev.
“If we processed and sold ourselves, the profit would be significantly higher. Refusing to process is a missed opportunity that contradicts the interests of JSC "Kyrgyzneftegaz." When I arrived, the company had only 1 million 200 thousand soms left in its account. We struggled to pay off salary debts. After my appointment on March 10, we managed to pay salaries for only one month,” Chetimebaev reported.
Currently, most private companies involved in these schemes have ceased operations or are unwilling to comment on the situation. Tax authorities continue to investigate all identified episodes to assess the scale of damage to the national budget.
