In the program "Schemes," the results of data analysis from the State Tax Service were presented, concerning billion-dollar embezzlement in the oil sector of Kyrgyzstan. According to preliminary data, due to gray schemes involving intermediaries and dubious write-offs, the company "Kyrgyzneftegaz" incurred losses exceeding four billion soms. During the analysis of invoices and financial data of the company for the period from 2021 to 2025, three main schemes were identified through which profits from state oil ended up in private hands associated with relatives and close associates of the former head of the GKNB, Kamchybek Tashiev.

First scheme. Artificial inflation of production losses of oil.

Over five years, "Kyrgyzneftegaz" produced about 879 thousand tons of oil. The company's reports indicated that 29 thousand tons were written off as production losses. However, company employees noted that actual losses usually do not exceed one percent of the total volume. Thus, actual losses should have been around 9 thousand tons, meaning that 20 thousand tons of oil were unjustifiably removed from accounting. At the average raw material price, this amount could be approximately 560 million soms.

Second scheme. Improper use of intermediaries in processing.

Hidden losses were just the initial stage for a more complex scheme of resource distribution through intermediaries. An audit revealed that 30% of all extracted oil was sold to private companies, totaling 262 thousand tons over five years. Meanwhile, the state has its own oil refinery — "Kyrgyz Petroleum Company." Instead of direct shipment to the plant, oil was first sold to intermediaries, who then resold it back to the plant for processing under their own brand. As a result of this scheme, private intermediaries received the main profit, while the state enterprise lost more than three billion soms.

Third scheme. Selective distribution of finished petroleum products.

The final stage of this system involved selective handling of finished petroleum products. After processing, oil is divided into several products: gasoline, diesel, gas, and fuel oil. Fuel oil and diesel are considered the most profitable. It has been established that they were sold through a limited circle of private companies and then resold to other buyers, including foreign traders. In some cases, fuel oil was returned to the plant. For example, the private company "Region Oil" purchased fuel oil for almost 466 million soms. Cases were also investigated where diesel taken by the company of Tai-Muras Tashiev was sold to municipal enterprises in the Jalal-Abad region. At the same time, the unsellable AI-80 gasoline and kerosene were of no interest to Tashiev's relatives and were sold to well-known oil traders such as OsOO Alfa Oil and Partner Neft.

All these schemes operated during the period when the oil processing plant was headed by Baigazy Matisakov, a nephew of Kamchybek Tashiev. Currently, it is being clarified how exactly the director of the subsidiary managed the distribution of extracted raw materials at OJSC "Kyrgyzneftegaz."

Confirmation of the crisis state of the system was the statement of the new head of OJSC "Kyrgyzneftegaz," Samsaaly Chetymbaev.

"If we had been engaged in processing and sales ourselves, the profit would have been significantly higher. Refusal to process is a serious oversight that contradicts the interests of OJSC 'Kyrgyzneftegaz.' When I arrived, the company's account had only 1 million 200 thousand soms. We literally struggled to pay off salary debts. After my appointment on March 10, we barely managed to pay salaries for one month," Chetymbaev reported.

At present, most private companies involved in the supply schemes have effectively ceased operations or are unavailable for comment. Tax authorities continue to investigate all episodes mentioned in the investigation to ultimately determine the scale of damage to the national budget.
