Nurlan Kursanbekov calls on the president to take control of the situation and restore the rights of 6259 voters in accordance with the Constitution.



Nurlan Kursanbekov, the authorized representative of the candidate for deputy of the Jogorku Kenesh Chyngyz Aydarbekov, sent an appeal to President Sadyr Japarov regarding the delay in issuing the deputy mandate.

In his letter, he stated that 6259 voters voted for Aydarbekov. According to current legislation, the Central Election Commission (CEC) is obliged to register the candidate and hand over the mandate within three days.

Kursanbekov reported that on March 10, 2026, the CEC sent a request to the Ministry of Internal Affairs of the Kyrgyz Republic to obtain information about the absence of a criminal record for Chyngyz Aydarbekov, to which a response was received. However, since March 17, the commission began conducting additional checks involving the Ministry of Internal Affairs and the Ministry of Foreign Affairs. As a result, the process of registration and issuance of the mandate has been delayed for 28 days.

He noted that according to the legislation, the only grounds for refusing to issue a mandate are the existence of a legally binding guilty verdict or a criminal record.

Kursanbekov also mentioned that representatives of the CEC in the media referred to the need for additional checks and the expectation of information from the Ministry of Internal Affairs and the Ministry of Foreign Affairs. During this time, a video appeared on social networks that, in his opinion, tarnishes the honor and dignity of the candidate.

In light of the above, Nurlan Kursanbekov strongly urges the president to take personal control of the situation and restore the rights of 6259 voters, adhering to the Constitution and the election law.

Additionally, he requested that the relevant state bodies ensure the rule of law and eliminate possible violations by the CEC, as well as restore the rights of Chyngyz Aydarbekov as a candidate for the VIII convocation.
