The Committee of the Jogorku Kenesh, which deals with judicial and legal issues and the fight against crime, has already conducted the first reading of this draft law.
Deputy Bolot Ibragimov emphasized that the government is initiating amendments to the codes in order to prevent road traffic accidents in the country. He expressed concern about the potential delay in adopting the necessary amendments: “The situation with road traffic accidents is extremely serious. If I propose changes, will I have to wait a year? During that time, tragedies may occur,” he noted.
In response, Bayetov clarified that deputies can immediately submit their amendments during the discussion of the draft law, and they will be considered along with other proposals. He added, “Your proposals have already been taken into account and included in the amendments to the codes. All changes will be made in one package. First, the project comes from the Cabinet, then deputies and other interested parties submit their proposals.”
Ibragimov also noted that the current situation resembles the problems arising from changes in the rules for obtaining driver's licenses, when the consequences of previous decisions become apparent later.
