Who can receive the allowance?
This allowance is intended for residents of high-altitude and hard-to-reach areas of the country, including certain border settlements with special status. The right to receive the payment is granted to:
- families with a third child and subsequent children;
- parents caring for children under 3 years old who live with them.
Does the family's income affect the receipt of the allowance?
No, the allowance is provided regardless of the income level and socio-economic status of the family.
Where to apply and what documents are needed to receive the allowance?
Residents of high-altitude areas should apply to the territorial offices of the Ministry of Labor at their place of residence. To process the allowance, the following documents must be provided: passports of both parents, birth certificates of the children, certificates for the birth of twins or multiple children at the same time, as well as proof of registration in the high-altitude zone. Foreign citizens must present documents confirming their legal residence in Kyrgyzstan. If the documents are submitted through a representative, a passport, power of attorney, and court decision appointing a legal representative for the child must be provided.
When can the payment of the allowance be suspended?
- in the case of permanent departure abroad;
- if the child has passed away before reaching 3 years;
- if the child is fully supported by the state;
- upon detection of facts of unlawful receipt of the allowance;
- if the family has moved out of the high-altitude zone;
- upon the child reaching 3 years of age.
Payment terms for the allowance:
The allowance is paid from the 1st day of the month following the submission of the application and continues until the child turns 3 years old. For example, if the application is submitted in January 2026, payments will begin on February 1, 2026.
Registration and place of residence:
The address where the citizen is registered in the records (in the "Address Reference Bureau" system) must match the address indicated in the automated information system "Sanarip Aiymak." If there is no registration, one must contact the village district for temporary registration.
The Ministry is also actively working on correcting data about children born outside the country.
