Who and how can receive benefits for residents of high-altitude areas

The Ministry of Labor has announced who is eligible for payments and what documents need to be prepared.


The Ministry of Labor, Social Protection, and Migration has clarified the conditions for receiving a monthly allowance intended for residents of high-altitude and hard-to-reach areas. This allowance, called "Assistance for Residents of High Mountain Areas," is provided to families with children.

Families living in high-altitude and hard-to-reach zones, including certain border settlements with special status, are entitled to receive payments. The allowance is granted for the third and subsequent children, as well as for children under three years old, provided they live with their parents.

It is important to note that the family's income level does not matter—the allowance can be issued to anyone who meets the established residency criteria.

To apply for the allowance, one must contact the local territorial office of the Ministry of Labor at their place of residence. Required documents include the parents' passports, children's birth certificates, and proof of family registration in the high-altitude area. If the children were born abroad, documents confirming legal residence in Kyrgyzstan will need to be provided.

Payments may be suspended if the family has moved from the high-altitude area, the child has reached the age of three, has died, is under full state care, or if it is determined that the allowance was received illegally. Payments will also cease if the family permanently leaves the country.

The allowance is calculated from the first day of the month following the submission of the application. For example, if the documents were submitted in January, payments will begin in February.

The Ministry of Labor also reminds that the place of residence must match the data in the state registers. If there is no registration, one should contact the local administration for temporary registration.

Additionally, the ministry continues the process of clarifying information about children born outside the country.
