The Ministry of Labor, Social Security, and Migration has clarified the key aspects of the monthly allowance "Assistance to Residents of High Mountain Areas".
Who can receive the allowance?
This payment is intended for residents of hard-to-reach and high-altitude areas, as well as for certain border settlements with special status:
- for the third and subsequent children;
- for children under 3 years old living with the parent-receiver.
Does family income affect the receipt of the allowance?
No, the allowance is provided regardless of the family's income and socio-economic status.
How to apply for the allowance and what documents are needed?
Residents of high-altitude areas should contact the territorial offices of the Ministry of Labor at their place of registration. The following documents are required to process the allowance: parents' passports, children's birth certificates, certificates confirming the birth of twins or multiple children at the same time, as well as documents confirming registration in the high-altitude zone.
Foreign citizens will need documents confirming their legal stay in Kyrgyzstan. If the application is submitted through a representative, it is necessary to provide a passport, a power of attorney, and a court decision on the legal representation of the child.
In what cases can the allowance be suspended?
- in case of permanent departure from the country;
- in the event of the child's death before the age of 3;
- if the child is fully supported by the state;
- upon detection of unlawful receipt of the allowance;
- if the family has moved from the high-altitude zone;
- upon the child reaching the age of 3.
Payment terms for the allowance:
The allowance payment begins on the first day of the month following the application submission and continues until the child reaches the age of 3. For example, applications submitted in January 2026 will be paid starting from February 1, 2026.
Registration and residence address:
The address of the citizen registered at their place of residence and stay (in the AIS "Address Reference Bureau") must match the address registered in the automated information system "Sanarip Aymak" at their place of residence.
If there is no registration, it is necessary to contact the local district for temporary registration.
Additionally, the Ministry is working on correcting data about children born abroad.
