The Ombudsman defended the rights of a girl from an orphanage. She had not received social benefits for eight years.

Monitoring of children's institutions in the Chui region was conducted by the staff of the Akikatchy Institute in 2025. The main focus was on the living conditions of children and the observance of their rights. As a result of the inspection, various violations were identified, which required recommendations for their elimination.

During the inspection, it was found that some orphans do not receive the state benefits they are entitled to. For example, a girl named M.B., born in 2008, has been living in an orphanage with her sister since 2017 after losing her parents.

In 2015, she was assigned a disability after undergoing a medical and social expert commission (MSEC), which also assigned her a benefit and recommended psychiatric observation, as well as training under an inclusive program.

However, after her transfer to the orphanage in 2017, the benefit payments were suspended, as no repeated examination by the MSEC was conducted. Since then, for eight years, no steps have been taken to re-examine the girl.

In this regard, the Ombudsman of the Kyrgyz Republic, Jamilya Jamambaeva, appealed to the General Prosecutor's Office and the Ministry of Labor, Social Security, and Migration, requesting to strengthen control over the observance of the rights of orphaned children and to recover unpaid benefits.

As a result of reviewing the situation, the Ministry of Labor took disciplinary measures against the responsible employees, and the benefit for the girl with a disability was restored from 2017 until May 1, 2026. A total of 518,000 soms will be transferred to her deposit account.

The Akikatchy Institute reminds that according to Article 17 of the Code "On Children," state executive authorities and local self-government bodies are obliged to ensure the rights and interests of children.
