A girl orphaned and with a disability in the Chuy region will receive social benefits amounting to 518,000 soms. This information was provided by the Ombudsman Institute of the Kyrgyz Republic.
In 2025, specialists from the agency conducted a study on the living conditions of children in orphanages in the region, where violations of children's rights were identified along with recommendations for their rectification.
It was found that a number of orphans had not received their legal benefits from the state.
Among them was a girl, M.B., born in 2008, who has been living in an orphanage with her sister since 2017 after losing their parents.
In 2015, she underwent a medical and social expert commission (MSEC), where she was granted a disability status, assigned benefits, and recommended for psychiatric observation as well as training under an inclusive program.
However, after the girl was transferred to the orphanage in 2017, the benefit payments were suspended because she did not undergo a repeat examination by the MSEC.
No actions for a repeat examination were taken over the course of eight years.
The Ombudsman of the Kyrgyz Republic, Jamila Jamambaeva, sent letters to the General Prosecutor's Office and the Ministry of Labor, Social Security, and Migration, urging them to strengthen control over the rights of orphaned children and ensure the payment of overdue benefits.
As a result of the investigation, the Ministry of Labor took disciplinary measures against the responsible employees, and the girl's benefits were restored from 2017 until May 1, 2026. A total of 518,000 soms will be transferred to the girl's deposit account.
The Ombudsman reminds that according to Article 17 of the Code "On Children," the protection of children's rights and interests must be carried out by state authorities and local self-government bodies.
