B., born in 2008, has been living in an orphanage with her sister since 2017 after the death of their parents. In 2015, she underwent a medical and social expert commission (MSEC) evaluation, which established her disability, assigned her benefits, as well as psychiatric monitoring and training under an inclusive program.
“However, after being transferred to the orphanage in 2017, the payments were suspended because the girl did not undergo a repeated MSEC evaluation,” the press service reported. “For eight years, no actions were taken to undergo the commission.”
The Ombudsman of the Kyrgyz Republic, Jamila Jamambaeva, sent letters to the General Prosecutor's Office and the Ministry of Labor, Social Protection, and Migration requesting increased oversight of the rights of orphans and ensuring the payment of unpaid benefits.
As a result of the investigation, the Ministry of Labor took disciplinary measures against the employees who committed violations, and the benefits for the girl with a disability were restored from 2017 until May 1, 2026.
