In Russia, the introduction of strict measures concerning migrants who intend to buy tickets and leave the country on the day of their application is being discussed. Reports from sources in law enforcement indicate that this order has already been approved and will be sent for signature to the Ministry of Transport, as reported in the Telegram channel INSIDER-T.
The main reason for such measures is the numerous cases where criminals from Central Asia and the Caucasus, who have committed serious offenses, purchased tickets and flew out on charter flights to Tashkent, Bishkek, or Dushanbe on the same day.
This mechanism has been very effective. For example, after murders in Elektrostal, Kaluga, and the Moscow region, detainees disappeared without a trace, leaving on the nearest flights. In 2025, at least 40 suspects, including rapists and members of organized crime groups, escaped in this manner. Airlines did not conduct checks against the Ministry of Internal Affairs databases; a foreign passport and cash were sufficient.
According to the new procedure, migrants with temporary registration or a patent are required to notify the Ministry of Internal Affairs 72 hours prior to departure. Tickets will only be sold after verification against the databases of "offenders" and "terrorists".
An automatic request will be sent to the Federal Migration Service and Interpol: in case of any violations, boarding will be denied and possible arrest will occur. Family members of the suspects will also be under surveillance — tickets can only be purchased after an interview. Security at airports will be enhanced with facial scanners and communication with the National Guard Control Center.
