
The construction company "Elit-Stroy-City" has come under the attention of the State Committee for National Security (GKNB) after a video appeal from the investors of the "Manas" residential complex appeared in the media. Citizens addressed President Sadyr Japarov and GKNB head Kamchybek Tashiev, asking for intervention due to delays in apartment handovers and prolonged construction timelines. This was reported by the GKNB press service.
A meeting took place on January 26 at the Main Department of GKNB for the city of Osh and Osh region, which was attended by the leaders of "Elit-Stroy-City" — B.K. Kasymjanov, B. Ali uulu, and U.O. Sultanov, as well as representatives from the Ministry of Construction, Architecture, and Housing and Communal Services of the Kyrgyz Republic.
The meeting discussed the reasons negatively affecting the speed of construction and leading to delays in handing over objects for self-finishing. The company presented information about the factors hindering the adherence to deadlines. Participants were reminded of the state policy aimed at supporting businesses, as well as the importance of complying with legislation and fulfilling obligations to investors.
The company's management promised to complete construction and hand over the objects for self-finishing by September 2026.
Additionally, the GKNB announced that restrictions would be placed on the leaders of "Elit-Stroy-City" regarding leaving the country until the construction and installation works are completed. Strict control will also be established over the phased handover of objects.
