President Sadyr Japarov has signed a new law regarding changes in the field of public procurement, as reported by the press service of the head of state.

The law, which was approved by the Jogorku Kenesh on January 22, aims to optimize and make more efficient use of budgetary funds at both the republican and local levels when conducting the procurement of goods, works, and services.

According to the new provisions, procurements related to the organization of international events at the state level — including visits by foreign leaders and delegations involving the president, the speaker of parliament, and the prime minister — are not subject to the law "On Public Procurement." These expenses will be carried out through civil law transactions between customers and contractors.

Additionally, the new law introduces the term "state assignment," which implies an order to legal entities in which the state participates in the authorized capital, for the execution of key tasks that contribute to socio-economic stability and cultural development.

Procurements related to state assignments are also not regulated by the law "On Public Procurement" and are carried out through civil law transactions between state customers and contractors with a specification of specific results.

The main focus of the law is to address current issues in the field of procurement in certain sectors financed from republican and local budgets.

The law also emphasizes that both state customers and contractors bear personal responsibility for the targeted and effective use of allocated budgetary funds.
