In Kyrgyzstan, a "state assignment" is being introduced in the field of public procurement

At a meeting of the Committee of the Jogorku Kenesh, which deals with issues of finance, budget, entrepreneurship, and competition development, a draft law amending the Law "On State Procurement" was approved. This decision was made in three readings.

According to the Minister of Economy and Commerce Bakyt Sydykov, the goal of the new document is to ensure more effective and rational use of budgetary funds, both at the republican and local levels, as well as to simplify and optimize state procurement procedures.

One of the most significant innovations is the introduction of the concept of "state assignment," which will be applied to fulfill key strategic tasks. It is expected that the implementation of such an assignment will be carried out through a civil law contract between the state customer and the contractor.

It is also worth noting that the introduction of the state assignment mechanism is aimed at accelerating the implementation of priority projects and reducing administrative costs associated with procurement procedures.

Recall that the Law "On State Procurement" was adopted in 2022. In recent years, the government has raised the issue of the need to reform this system, pointing to long procedure timelines, high bureaucratic burdens, and frequent delays in the execution of state programs.

Earlier, the cabinet of ministers proposed to increase opportunities for direct procurement and reduce the number of mandatory tenders, especially within the framework of strategically important and socially significant projects.
