
Azerbaijan's authorities have announced their intention to identify and punish citizens participating in armed conflicts outside the country.
The State Security Service (SSS) of Azerbaijan has confirmed that arrests have been made in the country of individuals involved in combat operations in Ukraine.
According to the agency, in January 2026, individuals who fought on both the Russian and Ukrainian sides were detained, with their participation occurring in formations not recognized by the republic's legislation.
The court has already approved the arrest of those detained. In Baku, it is emphasized that participation in foreign armed conflicts is considered a criminal offense, regardless of which side the volunteer is on. This move by the SSS underscores Azerbaijan's determination to adhere to a policy of neutrality and combat mercenarism amid ongoing diplomatic disagreements with Moscow over issues related to Ukraine.
