This document has been prepared in accordance with the requirements of the Law "On the State Monopoly on the Production, Import, Storage, and Sale of Ethyl Alcohol and State Regulation of Alcohol Production".
As part of the proposed project, it is planned to significantly tighten the requirements for companies that use ethyl alcohol in medicine, veterinary medicine, technical purposes, as well as in the production of perfumery and alcoholic products.
In order to be included in the list of special consumers, entrepreneurs will need to provide a complete set of technological documentation, including production regulations, recipes indicating the concentration of alcohol, confirmation of the availability of necessary equipment, and compliance of premises with sanitary standards. An inspection act of the production facilities will also become mandatory.
In addition, the procedure for control will be clarified: the authorized body will be granted the right to record cases of improper use of ethyl alcohol. The draft also provides for changes to the appendices to the existing provisions and corrections to the norms of delegating powers to the State Tax Service, including the approval of procedures for evaluating technological instructions and standards for natural loss of alcohol.
