As noted by the Deputy Director of the Judicial Department and Chief Bailiff Kanat Osmonov, in 2025, 5,408 court acts requiring enforcement were registered. The level of execution of rulings on compulsory summons was 80%. Bailiffs ensured order at 76,486 court sessions, which is 5,445 more cases compared to the previous year. Additionally, 289 requests for assistance in enforcing decisions were processed.
However, the Chairman of the Supreme Court expressed dissatisfaction regarding delays in ensuring reliable security for court buildings and insufficient equipment for special rooms for storing weapons. Out of 72 court buildings in the country, 71 are under full security control, and the issue of security for the Pervomaisky District Court of Bishkek is planned to be resolved by the second quarter of 2026.
Deputy Director of the Judicial Department Aida Osmonbekova reported on plans for the construction and major repairs of court buildings in various regions, including Issyk-Ata, Moscow, At-Bashy, Kara-Suu, Sokuluk, Kochkor, Kara-Kulja, Alamedin, Chatkal, Sverdlovsk, Chon-Alai districts, and the city of Kyzyl-Kiya. Major repairs are also being carried out on the building of the Judicial Department, and preparations are underway for the construction of a new building for the Jumgal District Court.
Special attention during the meeting was given to budget execution issues, where cases of incomplete utilization of allocated funds were identified. Strict warnings were issued to heads of departments that allowed financial discrepancies.
The Chairman of the Supreme Court also emphasized the shortcomings in digitalization in the regions and instructed to accelerate the implementation of modern technologies.
At the conclusion of the meeting, specific tasks for 2026 were defined. The leadership of the Judicial Department was instructed to take strict disciplinary measures against officials who failed to ensure the proper implementation of the assigned tasks.
