This law was adopted by the Jogorku Kenesh on January 15 of this year.
The main objectives of the new legislation are to improve measures against corruption, eliminate shortcomings in assessing the corruption situation in government agencies and local self-government, enhance digitalization, and conduct educational and informational activities aimed at fostering an anti-corruption culture. Furthermore, the law aims to create an atmosphere of intolerance towards corrupt practices and implement the president's directive on the "State Strategy for Counteracting Corruption in the Kyrgyz Republic for 2025-2030."
As stated, the law includes the following provisions:
- definition of the subject of regulation, goals and objectives of the fight against corruption, as well as terminology that allows avoiding ambiguities, which should help reduce opportunities for abuse;
- establishment of the circle of entities engaged in counteracting corruption, their functions and tasks, as well as the responsibilities of government agencies and local self-government bodies, as well as institutions and enterprises with state or municipal participation;
- measures for preventing, combating corruption and holding accountable according to established norms, as well as minimizing and eliminating the consequences of corrupt activities;
- assignment of the authorized body the duty to maintain a unified register of corrupt crimes, and to the state body for public service and municipal service – a register of offenses related to conflicts of interest.
