Toktorbaev had held the position of mayor since January 23, 2025. Previously, he was a deputy of the VII convocation of the Jogorku Kenesh from the "Ata-Jurt Kyrgyzstan" faction.

In July 2025, Kamchybek Tashiev presented him with a car on behalf of President Sadyr Japarov. During the ceremony, Tashiev noted that the work of the mayor of Osh had been recognized as successful and serves as an example for other public figures, thus making the gift appropriate. He emphasized that the car was intended for the personal use of the mayor.
In September 2025, Sadyr Japarov issued a severe reprimand to Toktorbaev "for improper performance of his duties." The reason was violations of ethical norms, which were regarded as a failure to comply with service discipline.
After Tashiev's resignation, Toktorbaev, speaking with journalists, expressed his readiness to comply with any decisions made by the president.
He noted: "If there is an order: 'Leave now,' I am ready to write a statement and leave the position immediately," said Toktorbaev.
