In the first reading, the bill concerning the reduction of the timeframes for considering citizens' appeals was reviewed by the Committee on Constitutional Legislation, State Structure, Local Self-Government, and the Rules of Procedure of the Jogorku Kenesh.

Members of the Jogorku Kenesh initiated this bill. Baktyyar Kalpaev, one of the speakers, emphasized the need to reduce the time from 14 to 10 working days, especially in the context of digitalization, when most documents are now processed in electronic format.

Chyngyz Ajibayev, a deputy, reminded that a similar initiative had already been undertaken by the deputies of the seventh convocation. “At that time, the government gave a negative conclusion, however, the parliament still adopted the law, which was later blocked by the president. A similar situation may repeat itself with the current bill, which I would like to draw attention to,” he emphasized.

The committee chairman, Kurmankul Zulyshev, noted that this bill is important for protecting citizens' rights to appeals. He added that two negative conclusions had been received in total.

“The existing request shows that there is indeed a need for this. We need to conduct a detailed analysis together with the government and come to a common decision,” he added.

In response, government representatives expressed their disagreement with the bill, pointing out its impracticality in the official conclusion.

Zalkar Aknazarov, Deputy Attorney General, also supported this opinion, noting that each government agency has its own specifics. “We believe that a period of 10 days is insufficient for preparing a comprehensive response,” he said.

Baktyyar Kalpaev concluded that the implementation of innovations is always associated with difficulties. “We aim to reduce bureaucratic obstacles and assist citizens,” he added.

As a result, committee members unanimously supported the bill in the first reading.
