According to the agency's information, on November 30, 1999, this DRR was illegally transferred to the agricultural production cooperative "Pakhary" based on a transfer act. In 2021, by decision No. 28 of the head of the Ivanovsky ayil okmotu of the Issyk-Ata district, the reservoir was finally recognized as the property of the SPC "Pakhary," which then received a certificate of private ownership from the state.

Now this facility once again belongs to the state and has been transferred to the structural unit of the Ministry of Agriculture — the Issyk-Ata Water Management Department.
Reference During the Soviet era, daily regulation reservoirs were actively constructed to provide irrigation water for agricultural lands. The main task of these facilities is to accumulate water during periods of excess (for example, in winter or during rains) and subsequently use it in dry seasons.
